(Oops—sorry, that last message was meant for Misha.)

Hi Mark—

Awesome! Sounds like this is in the air. I am also working on a legal residential cob village in downtown Santa Barbara.  <http://oasisdesign.net/shelter/safetycottage/>
I love the idea of evolving an an open source code compliance package for people to make cob dwellings all over...

The code framework has a big influence on requirements. Here’s a crack at the precedent list (this will need corrections,…additions and dates would be nice.):

Done--
Nevada County (Misha 1)—permitted residence, California Low Density Rural Housing Code (more flexibility on both structural and energy)
Berkeley (Anthony Dente/ Massy)—permitted non-residential outbuilding, California Residential Code (?). Same structural requirements as a legal residence, but didn’t have to do energy stuff. Rebar reinforced.
Santa Cruz (Claudine Desiree, Brad Streeter= Engineer)—retrofit to permit non-residential outbuilding after unpermitted construction, California Residential Code? 4x2 x 14 gauge ww mesh reinforced.
Victoria, BC <http://www.ecobuilding.org/code-innovations/case-studies/load-bearing-cob-eco-sense-home> (Gord Baird) permitted residence with a bunch of useful science (example <https://ecosenseliving.files.wordpress.com/2011/09/ecosense_bc_building_code.pdf>).
New Zealand—a bunch of examples, both historic and modern

Rumored done—
Midland school, SB County?

In Progress—
Nevada County (Misha 2)—two story permitted residence, California Low Density Rural Housing Code?
Shasta County (Anthony Dente)—?
Portland (Mark Lakeman)—?
Santa Barbara (Art Ludwig)—permitted residences, California Residential Code. Five 400 ft2 2 bed 2 bath micro units, 2 stories + full habitable basement in ferrocemnt foundation. Welded wire mesh reinforced.

I'll email you separately to see if we can sort that out, but Anthony, Massey, Misha, and Bruce are a great start for supporting your effort - as you can already see.

We are taking a run at submitting a structural cob proposal to Portland's Alternative Technology Approval Committee, and finally getting this done and into the code. Does anyone in the GSBN have some leads for us that would help with this project?
