I think that perhaps a more revealing query might be:

"In which jurisdictions are there no SB buildings yet ?"

I suspect that at the state level, the answer would be "None."

County level ? I also suspect "None."

Perhaps at the Murrican equivalent of what we call "townships" here in  
MooseLand, there may be some where there are not yet any SB buildings and  
if that's the case, it might be interesting to look at the question "Why  
not ?"

Back in the early days of energy-efficient building we'd say that if you  
saw one "solar" home in a neighbourhood it might be considered novel or an  
oddity.

Two such homes and people begin to think "Maybe they're not so odd. Eh ?"

Three or more, and it starts to look like a "movement". After a dozen, it  
starts to register as "Ho hum" in most people's minds.

I'd say that SBC was at the "oddity" stage 15 or 20 years ago. These days,  
I suspect that SBC is at the "Ho hum" stage in many places -- and that's a  
Good Thing.
