I'm not sure I would agree that Joomla is complicated to use, but there is good evidence that it is complicated to learn. I've just finished a 9.5 hour video course in the basics of Joomla, and I certainly wouldn't call myself an expert. But a lot of the complexity is inherent in the nature of a database driven web content management system (CMS). Joomla seems simpler to me so far, than the two other CMS systems that I have been trained on. I believe that the advantages and power of a CMS are worthwhile for many websites.
Bruce, I would be happy to help, to the extent that I am able, and I have some contacts to whom I could address questions outside my knowledge.

Apparently Joomla is very complicated to use. Adobe have a good system that my company has changed to - makes life much easier for inexperienced and collaborative web design: http://www.businesscatalyst.com/
I think it would suit the content you are talking about and should save time and frustration.
