two reflections:

asking an other insurance company which has a long term expierience with sb.
.. last scenario: there are many exclusions in an insurance contract, one 
might be the owner takes risks on mold issues.

Infact an insurance company usually makes use of a risk-analysis. Is there 
anything available from the Canadian Housing and Mortgage corporation?
