While it is true that when it is *really* cold in Cold Climate regions,  
there won't be any snow falling out of the skies and there won't be much  
moisture in the outdoor air even at >90% relative humidity nevertheless a  
well-insulated building can still be subject to serious moisture-related  
problems in those conditions due to bulk moisture transport piggybacked on  
air-leakage from inhabited interiors.

And obviously once that moisture is in the envelope materials, it's not  
going to be getting out anytime soon in the typical fashion as with  
minimally-insulated buildings. And then as they say in River City, you've  
got TROUBLE, with a capital "T" and a capital "R" and ...
