FWIW, I agree with Sarah's position, with an added caveat for a lot of attention on a rain/wind screen(s). I have not spent enough time perusing designs for these to recommend any particular strategy, especially for that wind load - would love to see some good examples though (would be a great EBN article ;). I feel that pretty much any plaster or cladding is going to have challenges with moisture infiltration in those conditions. I'm not sure the best of plasters can handle it without mediation from a mechanical screen, which could double as an energy conservation strategy as well as provide other benefits (shading, growth media for food, etc.).

Great to hear the gears grinding on such challenges :)
