Hi Joyce:

My suggestion is that they contact Johnathan Hammond or Bruce Playle at Indigo Architects, in Davis, CA:  http://www.indigoarch.com   They've designed a number of police stations and may have specific info in hand.  Their stations I've seen have bale over concrete block, possibly for this reason.
