[GSBN] COSBA proposal to host colloquium

Judy and I also think this is a great idea. COSBA  conferences that we have
participated in have been beautifully organized, creative, warmly hosted and
lots of fun. And from a blatantly selfish standpoint, Colorado is a lot
easier for us to drive to than Europe.  We plan to apply for temporary
observer status.  Do we need to contact the United Nations of Baledom?
